There could be involuntary liens such as code violations, water and other utilities that survive foreclosure  and are not necessarily recorded 

And I had a title claim in Indy with a small company that missed a city code enforcement that required the house to be leveled LOL. they paid that one out.. be grudgingly though.I agree with your assessment..

I didn't check the permits but wish I had done so because it came to my attention during the CO inspection that the property had a bunch of code violations.
