@Gary Montgomery I'm not sure about Tampa but in Houston they appeal more to buyers looking at +90% of ARV or new investors that don't know what a real deal looks like. 

A jump in rates over the next couple years might squeeze cash flow for the current owner (by refinancing into a higher rate) or prospective buyer (making the deal less appealing). 

With that we appealed to the city.

Title co.. gives we verbage for a new court order that they will insure.. we go back infront of the judge again to amend the order he does so... that takes 60 days.. title company now wants seller to have another 60 days to appeal then they will close.finally seller again does nothing then title company closes on the last order about 28 months from start to finish...

During the improvements we would freshen up the exterior of the existing SFR for curb appeal (paint and roof(needed)).

I understand you want curb appeal but house can still be marketed contingent on roof, exterior, foundation, and landscaping completed within six months.

The proximity to downtown Raleigh does make it seem very appealing for a speculative play.

from what I seen on pic the house is too narrow/small with no driveway , it's a single family with not much appeal that's mph

I wouldn't want it if you gave it free to me.Anyway, he got title to the property after a lengthy appeal by the deadbeat owner.
