I know adhered vinyl tile is louder for anyone below.I've laid a LOT of 'fit-it-expletive-click' vinyl of various grades/qualities & all of them beat the adhesive route. 12mm minimum with adequate cushioned backing already adhered to it & we do it ourselves.

Moral of the story, don't buy D grade junkers.Cleveland's got many great neighborhoods to buy in, great returns, 15% return in a solid C market is do-able with some elbow grease, but don't expect 15% returns turnkey or tenant ready on the MLS in today's.
