Calls to her caseworker simply resulted in "tell her she can't do that", or "tell her you're allowed to charge her more for extra people", and "you'll have to prove she's doing that".Seasoned S8 tenants likely know that the objective of the program is to keep them from being homeless, and the agencies/caseworkers have the same goal in mind.
