I think it is good in those circumstances where you know that most of the neighborhood is going to hit your criteria (war zones for examples where all of the houses need some love).

I told him don't do it those are mini ghettos but he just could not be convinced bought it any way rehabbed it all only to have it turn into exactly what I told him a mimi war zone.. ended up selling it and losing about 400k in cash on the deal.
