If you have a separate business checking account you can staple all your receipts to the monthly statement and file it in a container in your garage (it's not very 'green' but it works and keeps everything in order should you ever get audited).This doesn't have to be complicated, but for some reason a lot of people seem to insist on it.

I believe I read that lease terms under 3 years, not containing an option to purchase, would not trigger the clause.

Even the best plumbers make mistakes or miss things.Other people are mentioning 'if they are a good tenant' and then giving some advice involving paying some of the bill.If they are a good tenant, they will realize that they signed a contract containing two sections1) they agreed to pay the water bill2) they agreed to immediately apprise you of any issues with the unitThey waited for months to do anything, they are on the hook.

I think someone mentioned stratford which is the next town over, the taxes are not as high and definitely contains higher grade areas compared to bridgeport but you will not find many multi-families available in stratford.
