Hello,I have a contract with a builder that has the following clause and I am being told I need to pay 10% over the previously signed contract price due to increase in lumber price (which seems to have fallen 3X since I signed contract in late April this year). 

Rates should have increased long ago, now is too late - even a hint at a future rate increase causes the markets to dump, like a baby tantrum. 

Please advise me on what the best move is to make in this situation I know its too late now but I usually dont pay any money up front (hard to find the right contractor with that though) When work is complete I pay. and I can pay over the phone for materials.

Is it too late to shop around for mortgage rates (20 year conventional/ 20% down)?
