I have had the greatest success with HomeAway/VRBO and FlipKey.  

There are no cracks and the ceiling is in otherwise great condition, but you can see its un-level compared to the cupboards.

Tax Court is a separate entity, mere license to practice before an IRS agency doesn't rise to the level of being able to speak to the U.S.

Maybe they inherited it or maybe they're a high level investor.

There are a lot of experienced investors that have a pretty high frustration level with the site. 

As far as frequency goes that's an individual thing measured by your level of sophisticationa and knowledge.
