My guess is this is nothing but a Christmas bump and it will drop out in January to February.Many of these jobs are low to median income.They do nothing but keep people paying utilities and rent but not have much discretionary money to spend and boost the economy.

If it's the later and you're not trying to increase the rent dramatically, why not try to find a temporary place for the tenant for a month and pay for it?
