Crime is relatively high and being border towns there is a lot of thru traffic travelling through both towns.  

Don't give the address in the ad, just cross streets.

I'm unable to fully answer your question as I haven't done any investments on that side of the border, but I personally use a lot of direct mail and craigslist (not sure of Canadian equivalent) to find a lot of my deals. 

Crossing out a signature and putting their name on the contract that type of thing.  

Perhaps we will cross paths one day.

I did not think of it as rude until I crossed paths with a few people who were unusually prying and assumed  all rent=profit.
