Nathan, if they are the old 1980's/1990s' wood, I have had luck just cleaning/deglossing with TSP (cuts all past oils/dirt from kitchen) and a scrub sponge (use rough side), rinse and then go with Polyshades (stain/poly in one).

Cats will rip carpet and if they spray (piss)  on the carpets they will stink and cannot be cleaned.

I'm currently making my way through the webinars while I cook dinner or clean my apartment.

If the foundation is damaged...roof....plumbing...electrical...etc is not fixed - 20K may not be enough of an estimated cost of repair.  

Modern major systems (roof, A/C, plumbing, electrical) will stay in better condition longer than in older houses.

If I am looking for a higher priced item, I play Lowes against Menards with the price matching discounts.I use Menards for paint, electric, plumbing, kitchen cabinets (I custom order) and misc hardware items.

The first few generations of AFCI breakers are known to have been troublesome, regardless of manufacturer.A picture inside that electrical panel could be telling of this, and the electrical system in general.I'd be surprised if the hokey wiring pictured is causing the AFCI breaker problems.

I would worry about a clean phase one.

This really only works if there's clean title behind your lien.
