It'd be hard to say on the refi without knowing the full scope, completion, and block values.

The last one I worked with charged *per notary block* though, so can be quite pricey relative to notarizing in the US.

You can find room for a high appreciation in those areas, but it's tricky because Philly real estate is based a lot on block by block.

However, a couple blocks North on the other side of the Fall Creek river it is a rough neighborhood.
