As @Michael Jobe  mentioned and without knowing any of the details, don't know if the agent felt that it was an extremely low ball offer (one not considered fair) and they were being directed by the seller.

Many times an elderly parent will sign a deed, then all heck cuts loose, the they change their mind not wanting any issues, just avoiding the matter and they drop the ball.

I agree with you completely, this is something I would use for similar homes in the area and not all projects, I would also be estimating costs per county/town as well as the types of finishes I would want to use going off of ball park prices for the finishes, so I will need to make several sheets for that.
