I'm by no means an authority on the topic but I agree with @Jim Keller, if the comps in the area don't have central air then I don't think it would be expected.

@Branden Spann Chris (the author of St Louis Patina) is an incredibly knowledgeable individual and I can't say enough good things about his blog.

I guess the other sign of hope is that the provincial government has another consultation exercise about allowing private bailiffs to enforce court orders such as evictions, or alternatively setting up a designated administrative authority to do this that would be self funded by fees.
