Late last night I received a call from one of my tenants telling me that one of the other units had a fire in their apartment (this is a 4-plex) 2 days ago.

Check code on this and be aware that it isn't that attractive, but if code allows it and it is in a C/D neighborhood, it may not be as big of a concern as a safe place to go to sleep at night.

As I said I am very new to this however, some additional information I have gathered since last night is.....Apts are total elect however, tenants are paying electrical bills (in next door units).
