You will have to do the finishes yourself including the kitchen and bath. 

After that, I'd look at the kitchen, that's where the bulk of renovations costs can be.

The other option is to list those rooms as vacation rentals (shared kitchen / private bathrooms).

Sometimes beginners think they are breaking even until it's time to upgrade the kitchen or a bathroom or you have a month of vacancy.

Sewage and even a kitchen sink with a garage disposal is considered black water and needs special clean up with disinfectant and a sterilizer.

I think it would need new kitchens, new bathrooms, central air installed, rewire electric, new plumbing for the bathrooms.

The kitchens are dated with tile counters and ceramic sinks that are chipped and worn.
