@Dimitri Wilson most of these look like valid complaints on the surface: lost water, no heat, frozen water pipes, water damage in the bedroom, toilet leaking, etc.I just took over management of 24 units that the owner was "managing" on his own.

The terrace is becoming the center of the apartment - people eat, relax, work, sunbath, lounge, invite friends over, practice yoga, you name it, in a space like this.

Each unit has its own meter/box and tenants pay for central heat and air for each unit.  

Just heat tape them like you do mobile homes .

The maintenance fee is not very high, nor very low, $360 includes heat, hot water and gas.
