I was spot on that the Oregon Coast was (and in my opinion still is) highly undervalued but I didn't allow for my patience to catch up with my preparation. 

I've found abandoned weapons, cars, furniture, clothing, and even personal records or photos.

Since HELOCs have adjustable rates they will often catch people off guard when they adjust.

This person can provide you with regular updates and photos of the work, and can also serve as a point of contact for the contractors.Another option is to use a third-party inspection service to verify the work of the contractors.

I think I may try to look for off market properties in the area try to find some 4 unit houses/properties with violations on them and see if I can contact the owner asap before this market starts to really catch fire. 

Are their listings detailed with good quality photos?

@Timir Shah while you can definitely put down less than 20%, there is normally a catch.

Did you get to see photos of the property pre-rehab?

I hope the law catches up with them.
