I'm speaking directly to an asset manager, and I'm smart enough to know that they are very slick and well versed at what they do.

All such devices now fall under the extensive rules and penalty provisions of Property Code sections 5.061 et seq.

I hope I'm not seeing this as you swapped out each device with an ungrounded outlet with a 3 prong (perceived by tenants or anyone else as grounded) device.

Again, there was a couple of very smart guys in the class who had tried to pass the test on their own and realized that simply being smart, capable, and knowledgeable of construction wasn't really the game.

I would assume they would have some liability though, if they are remotely legit and smart.

They give these reasons like statistics because it’s succinct and clear and sounds like the smart thing to say.

@Pete Perez, Getting multiple bids as @Bob Okenwa suggested is smart and make sure you are comparing apples to apples on the competing bids.

Fear and self doubt:  I find myself questioning whether or not I'm smart enough or if I can make it. 

I am looking at the property and seems to not have different metering devices.
