Any agreements or solution other than cutting usage which doesn't seem to be happening fast enough by all stakeholders, would take years if not decades to get approved, funded, permitted, constructed, etc (i.e. desalination, piping water in from elsewhere, etc), and there's no solution even on the table other than wishful thinking.

We would like to get a demo permit search going before option period just so we can be sure there aren't any restrictions and move as quickly as possible if not, but the owner is very reluctant to sign this permit.

I bet even if the city couldent commit money to this, if done in the right area the city would be willing to provide some more police patrols and possibly some help in the obtaining of permits.

Here you need a permit (6k) which your neighbors get to weigh in on and you have to pay the hotel tax (9% I think).
