Hey @Michael Weleski I would recommend finding someone who is in your market doing flipping/renovations and partner up with them (get to/find a local REIA meetup if you haven't already). 

Books have been written on this topic, and you might find a few.  

Due to insurance costs and high property taxes, we were unsuccessful in finding something that cash flows.

Where do I go in here to find one?

I look around online and was not able to find a clear way on how to get the address added as an official United States Postal Service address.

Find out how much the seller needs, if any, to walk away. 

If you cannot find any of these you could go to the recorder's office and get a record of anything against the property.

Insurance would cover it, I would pay the deductible, and no assets would be lost.If you are in an area like San Diego where people are more likely to sue, a judge is more likely to find you guilty, and the payout is expected to be higher, you may consider an umbrella insurance policy.
