One mistake could destroy you.For starting out, I suggest you work with somebody who buys at auction and could re-sell (whoelsale) to you for a slight mark-up, but give you free and clear title.

Is it event worth it to consider this just because neighbors are upset, even while rent is being paid and house is presumably not being destroyed (yet)?

The worst thing is buying a fully remodeled buy and hold property in a war zone or D grade area and then be stuck either with 1) problem tenants that either won't pay and/or destroy your property and/or conduct illegal activities or 2) be stuck and unable to raise rents because after all the area is still dilapidated.

As I note investor, I know some of my collateral properties will be destroyed and worthless. 

That Section 8 family loved the nicely redone house, but they would have destroyed it and the adults did not try to teach the wild ones how to behave.
