(a) If the owner's interest in the premises is terminated by sale, assignment, death, appointment of a receiver, bankruptcy, or otherwise, the new owner is liable for the return of security deposits according to this subchapter from the date title to the premises is acquired.

I liked making individual appointments, as it says a lot when someone shows up on time or not.  

And, even then, try getting a counseling appointment if you're not willing to pay for it.Or at least, if your definition of "relationship" business equals charity, then why charge rent at all?

Should I know whether this is a good seller to make an appointment with, based on the ARV, and what he wants for the property?

You understand it's a hardship for them to have to drive to medical appointments, etc., but if they don't make paying rent on time a priority, they'll end up evicted, and if you have to come fly there to take care of problems from Alaska because they aren't paying rent, you are going to have to hire a lawyer and evict them and get different tenants.

Make an appointment and go visit the office to address your concerns, it may be worth it... every housing office is different, some are easy to work with and others just are not.

Apps can't smell smoke on an applicant who also brings a bunch of rude friends with a pit bull in the back seat of the filthy car they drove up in, who was also late to the appointment and you got to admit he's been sleeping on his aunt's couch for the last year after getting out of prison - because you got him comfortable after chatting him up. 

: There were screens missing from some of the windows upon move-in which we authorized maintenance to replace (they were backed up several weeks due to COVID shut down), A/C wasn't getting the apartment cold enough even though it had been serviced within the past year (set at 68F during the hottest summer we've had in years in Michigan) and we didn't offer to pay her electric bill, found a bat in the basement x 2 which we had professional pest control there at their first available appointment and they didn't find any evidence of a colony but we had maintenance seal off any areas in the basement that could allow bats in, and now a water leak from upstairs apartment overflowing their toilet onto this tenant's mattress.  

It sounds like our team needs to revisit that initial email response to assist inquirers with making their first appointment.
