I strongly urge you to use an LLC or other legal business entity to flip short sales as banks are savvy to the land trust and when seen on the contract, option or PSA, they may simply reject the offer all together, whereas an entity is common practice for investors which provides liability protection advantages, etc.

if your going to make a low offer, send them a commitment lender from a lender saying your ready to do the deal in less then 2 weeks or if possible let them know you have 20% down, send a bank statement and make an offer with no-contigencies.that should do the job,

As a whole, the values are staying strong and property is still appreciating, though not as much as they have in previous years… but still appreciating.
