Beyond that there are trees and makes it look like a pretty forest view lot from the backyard.Are there any cons to having such a situation for a property I am proposing to purchase?

I'm working on a proposal for our city council allowing ADUs to built on non-owner occupied and multifamily properties.  

The one thing government just can’t seem to figure out is that investors will ALWAYS outsmart them and mainly (not solely) because investors can move much faster than legislation —- investors are proactive and legislation is reactive so….

For the proposed work it sounds reasonable, but get more quotes.

Maybe they will say anyone over X can't own property.... but in reality they will say to submit a proposal for term limits.

I also want to add, if the deal is really good and you're worried, I'd take the risk and if they don't agree with your proposals then evict, just make sure you get enough of a discount to account for the cost of evicting and lost rent.
