The property is distressed, but is mostly cosmetic, dirt and some deferred maintenance, $10k to $20k  would make it highly salable if I could acquire the property at a discount or even at all.

Based on the pictures alone it needs cosmetic work in every room (floors, paint, etc.).

If you're doing cosmetic things like painting or tiling a floor, a permit won't be necessary. 

Not a whole lot you can do, it’s an appraisal, structural things will matter the most, not cosmetic stuff, comps will be big factor

You can get some money that way, but for the first one you might want to keep the rehab as strictly cosmetic as you can.
