I personally don't count on/factor those things in until its officially signed into law.Again, I applaud you for taking these first steps, good on you.

-I confirmed the info above with the city inspector, he stated a couple options: have the owner put in a request for rezoning, or wait until I official close and own the home.

Even an official appraisal would probably show the value to be depressed, and while the sponsor didn’t cause the pandemic, they made sure they had zero risk if something like that happened.

I don’t mind doing it myself, I just figured it would be more “official” I guess going with a lawyer.
