Is it O.K. liability wise, to have a handyman:Replace a bathroom light fixture.Replace a ceiling fan.Replace a switch.Replace an outlet.Replace a standard screw in lightbulb.Repair a loose outlet box.  

I would guess the discount would be in the 10-15% range.Other considerations for you:  My ideal scenario is selling my rental to the tenant.

I wanted to add a bathroom to each unit and update the kitchen and existing baths.

Going from a 20 minute commute to a 45 minute commute, and giving up a 4 bedroom 2 bath detached single family house for a 3 bedroom 1 bathroom unit in a plex with a shared wall, if that's the entirety of the story, does not make sense, that looks like occupancy fraud.
