I just want to thank all the replies that cover such a broad spectrum of thoughts and insights that I never would have thought of and I’ve been doing this since 1978.

I believe what @Matt Lefebvre and @Chris Luksha were suggesting to the original poster is that the best way to approach the broad lead paint issue is to try and take steps to mitigate the chances that it will become a problem to potential tenants.

My business is currently broad and I am offering a variety of decorating and design services to homeowners.

I dont know many property managers that know these things, So having both ends of the PM spectrum could save you alot of headaches later and potentially save a client when something breaks b/c they will already be aware of areas you let them know about up front.

The other thoughts are well-formulated and run the spectrum of what I'm familiar with, from "Zillow contributed to a bubble and now they're trying to avoid paying the piper" to "this is just normal winter cool-off." 

@Allen TracyCalifornia has a broad definition of doing business within California.If decisions are being made within California, the entity is considered to be doing business within CA.

The school system has not improved and is kind of on the lower end of the spectrum.

Do you think your contractor has enough experience that he should already be prepared to protect  his own tools.Our office is less than 1 mile from Compton California, home of some of the biggest rappers, and on three different occasions we had our tools stolen by gun-wielding thieves in broad daylight with the homeowners inside the homes.
