That is all governmental issues, and really has no bearing on title from an underwriter standpoint i.e. if all things are done with right approvals, there will be no title issues when trying to sell. 

All mold bearing surfaces are tossed and replaced...then you dont have a mold problem anymore....how much that will cost is a separate.question

In other words if house collapses and hurts someone and your the one who tore out the load bearing wall you can be held personally liable, so if you have a lot of assets personally with no loans against them add umbrella policy.

On average, the STR houses are responsible for the majority of the complaints (noise, trash, bear issues, parking, etc.).

I said this in my first post, but I think it bears repeating and elaborating -A 30-35k budget is very tight.
