If they owe back payments, as long as the numbers make sense, I make it current helping their credit and keep it current until I resell the house and pay off that mortgage. 

If you are buying in Chicago (where BP says you are from) it should be fairly easy to resell quickly. 

If you sell this quickly  and try to do a 1031 you're running the risk that the IRS interprets that you built the property primarily to resell.

I think I can take this from $1300/mo to $2400/mo rent then reselling the property as 4 units instead of residential.

the buying of under valued assets and then flipping them is HIGHLY regional.. there are still parts of the country were there are thousands of vacant homes.. so what your thinking of can work there. but its hard work and it cost a lot of money to make money at it.. you need to market and market cost money.can you stumble into deals yup.. but your not going to just pop on a website and put a property under contract then resell it.. that wont happen..
