Some lenders will underwrite what market rent would be if it was a long term rental regardless of what it is producing, although this is more common in commercial underwriting.  

The trouble with asking about the good small markets is that the people having success in those markets aren't going to blab about it!

Servicers dumping repeatedly means a couple possibilities: nothing maybe, borrower is a pain, in forbearance and claiming they will sue, no equity, have not paid taxes and insurance in the past 18 months, location is rural, servicer in financial trouble... 

Unfortunately I agree with @Guy GimenezI would have trouble even trusting an out of state PM with my property, nonetheless a bunch of contractors that you don’t know and you aren’t close by.

If you feel this has happened and they cant justify it, they are in serious trouble so go after them if it does.
