Between the site work (water, sewer, electric, gas, foundation, surveys, curb cut, temp fencing, police detail, water line for sprinkler - if required vs pump and tank system, etc), you're probably looking at 100-135k.

Advise the former pm that you would be willing to help when they file a police report and file a court case to recover lost rent payments.

You can go through the eviction process, or tell them if you get another complaint, you will call to police.

Most tenants just try to walk away.If you had to break your lease because of trouble with other tenants in the building, you may owe nothing provided you can prove that (ie letters to WFP or the owner, police reports, etc.)

Postal workers, the meter readers, police officers can have part time work, the pizza deliver kid, the pharmacy deliver guy or flower truck driver.

Once the police caught up with them they were arrested and out on bail within hours.

I know when I owned a few parks we would not allow owners to rent to others they had to be owner occ .. or resold to an owner occ.. did not want to create a huge rental scene in our park and all that comes with the rental issues.Although as @Rachel Townsend  mentioned if your at 1400 for rent your self policing your self..
