I would think other areas also require these to be permitted.If so, you can call the permit office and ask them about the property and if there are any permits.I'm fortunate in the area that I live the web sites and office personnel offer up very informative data.

I would be careful using a Tenants web site.  

I've tried but, the parties involved are all Mormon and work from a web of in-penetratable exposing this massive Racketeering/fraud.This is means of acquiring massive amounts of real estate leaving their family on the streets with no means to fight them.

However, if you were to post a job listing on a web page for janitorial services, you would probably get some responses for $10 - $15 / hour (maybe even less in some areas of the country).  

Unfortunately I only know BAD property managers that I can advise my clients to avoid, one of which is Mountain To Shore Property Managment http://www.mountaintoshoremanagement.com/  I dealt with them with another client renting there home and found them to be very unprofessional, unreliable and just plained sucked!
