This person flipping will still owe the lender that monthly payment of $833/month - else, that $833 will be tacked onto the outstanding balance (google "payment option negatively amortizing ARM" if you want to go down recession-causing a rabbit hole) along with any late fees. 

They will come out and dig test holes and take measurements for around $250 during escrow.
