Thinking best bet is to either wait on close of 2/1 and negotiate a few less for ground floor or wait on appraisal to come back for my refi.Aside from the purchase price, I am trying to make a check list of items we need to address financially so neither of us are getting an unfair deal.

It's good at a minimum to have a very short list.  3 out of those 4 you can probably select prior to purchasing something, the contractor piece is a bit more complicated depending type of project & size, you may be dealing with different contractors.

The best bet is just do good background checks and get good references from previous landlords, but not the current landlord.
