Options I know of--1. claims adjuster plus insured appointed contractor--walk house together assessing damage and creating quote.2. claims adjuster and insurance company relationship contractor--same processI am sure there are a lot more ways it could be done, unfortunately, it is a process independent agents are not privy to.  

I also work here at BiggerPockets, and make contact with about a dozen or so investors per week, many of whom I talk to personally or over the phone.

You would also want to understand the last five years of assessments and break that down to a monthly amount.  

I believe that homesteaded properties can be purchased by the tax certificate owner for half the assessed value minus their investment.  

When the market was slower they were a dime a dozen and hard to rent, she would not take any for new clients at the time.
