If you are using a DSCR loan as mentioned above then none of these little "rules" apply since delayed financing is just a Fannie/Freddie rule....but they might have OTHER rules that are critical to your transaction.

The ordinance is less than four years old so that's a moot point.Here's the full list of exemptions: https://www.portland.gov/phb/rental-services/renter-relocation-assistance/apply-exemptionIt's probably worth gauging if your tenants are intending to move out on their own, but if not, and you terminate their lease, they would be eligible.
