Have a lawyer send a letter explaining their alleged discrimination that will not be tolerated.  

Some of the most important factors in REI that will help you choose your path are your comfort level with debt and general risk tolerance and your available time. 

If you could add a secondary suite in the basement it could work but as is unless you have high risk tolerance for negative cash flow I would pass.

I would also bet that if the investor is buying all cash that his risk profile / tolerance is lower o/w he would be including leverage and hence, appreciation is nice to have but not the main objective.  

@Sameer Jain, it depends on what you're trying to accomplish and risk tolerance.

Understand that you are being played.Tell your tenants once is tolerable but a repeat will terminate the lease.

Montgonery and Fairfax Counties offer more stability with good appreciation.Just know what your goals are, what your risk tolerance is, and be realistic with what the market gives you.

Every investor has a different tolerance level for prosecutions. 

It's really all about risk tolerance and whether you have other options.
