A lot of other novice rental owners, hire the cheapest PMC and then get ripped off with add-on charges or just poor service.What do you define as, "special situations only"?

I painted it, redid the floors, put on new doors and hardware, fixed all the existing issues (leaks in roof, toilets not working, sinks leaking, water damage on exterior and upgraded the panel to a 220V) What was the outcome?

This included a nice new bathroom paint job. 

Just tell your insurance company you want to use (the name of your company).We have ‘project managed’ a fire claim before and we did all the painting and replaced the cabinets ourselves.

We are purchasing a $35000 duplex cash with exterior paint and some other small items it should appraise for @50k.

For another vacant unit, we did some light renovation with new paint and new carpet.

Value add was paint, flooring and a little gardening (as though that would add much value).  

All licensing does is provide a consumer who has been ripped off or taken advantage to have some means of regress against a crook.
