Has anyone had experience with this - in other words - can she simply decline the charge without the credit card company reaching out for investigation into the matter?

Investing in  2-4 unit properties within the Dallas-Fort Worth metroplex would be ideal but I am also interested in other potential deals, that fall within the 2-4 unit range.

I have seen this same house that is vacant (all the classic signs) I have located the owner ( I have not reached out to her yet).

Still tons of deals that hit the 1% rule and positive cash flow here and you get amazing appreciation potential.

I think it depends on the deal that comes your way.If you can find a cheap plot of land that's buildable and the profits exceed a potential flip's (you could also acquire), go for the build.Vice versa.
