Its up to investors to choose wisely all a Broker can do is bring opportunities.. but you cant blame the messenger if your tenant skips on rent or breaks things :)

In the long run, I want to have properties that are producing strong cash flow (eventually would love to own small apartment buildings and syndicate larger deals), but it seems that focusing on cash flow and reinvesting those cash flows will be a slower process than focusing on properties prime for appreciation or with opportunities for forced appreciation.

Look them up online, call and interview several of them.

If a great opportunity comes up that fits your goals, waiting for a potential drop could mean missing out altogether.Your plan is already well thought out, and it’s just about putting the right pieces in place.

So, again, an opportunity to take on less risk initially to get the learning curve out of the way.Bottom line - your approach doesn't have to start out one or the other. 

Given statement of condition, I would think value-add is the opportunity at hand.
