Instead of denying them, can we refer them directly over to the owner for them to sign a lease with the owner who is willing to effectively manage the contract, payment and relationship BUT would still want to retain us (albeit for a lower fee) to deliver ONLY guest and property care activities (guest communications, organizing cleaning, lawn and pool care etc). 

If you had told them upon moving in that the HVAC was scheduled to be replaced and that a new fridge was back ordered and would be delivered soon they wouldn't have mad that correlation.

Your contractors don't need to be licensed and the work doesn't need to be inspected.At the end of the day - there is a reason we have building codes and inspections - it's to make sure a quality product is being delivered that will last. 

The law does not specify how it must be delivered and if the lease does not specify a required method then you have already done all that is required.
