Yes I am looking at Ocala, FL due to the fact that the properties they selling are non-HOA.

There is no issue with eviction for non-payment of rent during the winter in Wisconsin.

But generally speaking with the new landlord rules etc I wont fund occupied houses whether at auction or non Auction I want them vacant before we fund them.

The cost of the HELOC is more than covered by what I'm saving, that's why it's a non-issue.

The law here says eviction is a public interest issue (of course it is!!!) 

Note that active income isn't the same thing as non-passive income, it's lower bar that just requires that it's a business activity that isn't just entirely passive. 

Dumb Debt also means that the owner takes on recourse debt and personally guarantees it instead of non-recourse debt or other people’s debt (OPD) or cross collateralizes it with highly appreciated assets with low debt to value ratios.

With a multi-family property, it is very unlikely that all of your units become vacant or non-paying at the same time.

So, using the PA court systems public website has been more accurate than any service for these local applicants.
