I'm looking at a similar product from Home Depot and have the same problem with old vinyl glued to a slab foundation.

The flooring had a white paperish substance glued to it and the subfloor which had a black like coating on it.

I am also open to the idea of a different style of heater such as a wall mount as I have seen plenty of those that have modern controls but for replacement simplicity I would prefer to stick with baseboard heaters if I can find what I want.
