@Dave Rav If it's personal property, you may want to check with the government entity in charge of titling and re-titling mobile homes in your area. 

I didn't implement it because I didn't feel comfortable setting up an official government-looking website and letterhead, tell them you will send them money to pay their taxes, then tell them that you can't.  

FHA and VA are government agencies and will have access to all of the applicants personal and financial information.

@Xingcai Wu Keep in mind, rent assistance from the government may take several weeks before you receive approval.

I'd talk to a Qualified Intermediary before you make a plan.It looks like the government may pass 100% Bonus Depreciation. 

It spells out the monthly rent,when it’s due, the length of the lease (or term), should contain clauses required by the federal and state governments, andmuch more.

HOA's yes, fairly common they have such, not a governance as a whole. 

For me I think Belize is a safer place with a more stable government than Panama....but I have not done a whole lot of research.

For example, there is a 2% or so transfer tax to be paid to the municipal and state governments.
