The Shenandoah River runs through most of the Shenandoah Valley which encompasses 8 counties in total, 2 of which are in West Virginia.

I think a lot of people have allowable ranges on their thermostats - large enough to encompass a wide range of comfort levels. 70 is probably not low enough to encompass all.

You can put 20% if you have the funds to put aside for all aspect of budget. 

There are some unique factors that set aside the Pocono areas from many others like the seasonal aspects of tourism.
