This appears to be a text book case of this.

And for example there was a Crowd Street deal (Nightingle) where the sponsor omitted losses from their claimed track record (and ultimately was fraud...they never even bought the claimed property).And there appeared to be some difficulty or confusion with obtaining the full and complete track record ( including both realized and unrealized deals).

I simply recommended the seller finance structure based on the current market rates to make it easier to sell since he has better rates than can be gained financing traditionally.

i think you'll have an easier time getting started. 

It is usually much easier to seal a existing door way then it is to move walls in my experience. 

You may be able to bypass some of those hurtles based on your country of origin/where you have friends and family but in most cases investing in the U.S. will be way easier and will yield a better ROI. 

I don't know the DLP side of the story but it appears as they are trying to force a sale that would wipe out the LP equity and investments.

I assume it would be easier to offer student housing before the spring semester, but I don't think I'm ready for that.

I do not believe this is the intent of the ADU laws, but many jurisdictions appear to be interpreting it differently than my opinion.
