To my knowledge, the problem with investing in Costa Rica is that there is no financing available. 

They have access to CoStar and can provide you more in-depth knowledge of the comps and property of interest.I'm following here to learn about other markets :)

When I maintained my position that I wouldn't be paying 10K up front, Dmitri then insulted my section 8 investing knowledge and suggested that if I wasn't ready to move forward, then it was because I didn't understand enough about section 8 to begin with.

I'm not an attorney or expert in AP specifically, but do have a working knowledge of it for Civil engineering/survey work and have had two projects where this came up and I was able to 'ride along' and see how it unfolded.First, if you 'know' the property has been taken by AP then there's nothing for you to do with the tax assessor etc.

Most important thing is gaining enough knowledge to be able to purchase properties that's going to add value to the next few years of my life and my kids 

Some are less than that if their agency is slow in finalizing things.  

My advice to you would be to find and develop a relationship with a knowledgable realtor in the market(s) you're taking a look into.

Even if I use an attorney, I should still be armed with as much knowledge as possible.
