Real Estate, as a market is  a function of opinion of price.An appraiser gives an opinion of price and then the market does not produce a  buyer anywhere near that appraised price.  

Do you have any dirt or rocks on the property that can be used for fill?  

Rock Hill, FT Mill, Chester, Lancaster , York , and Even Kershaw, and just recently Columbia SC. 

Reason I say all that is you can kill alot of problems with one rock. 

What type of target list would produce this kind of information?

Or the ones that come in looking at my low cost rental asking where the dishwasher, garbage disposal, central air, walk in closets are, but literally "lucky to have 2 rocks rubbing together in their pockets" here in Connecticut.

I have noticed a few properties for sale that are owned by Castle Rock 2017 LLC.
